LAND TRANSACTIONS

The photos below are of the recent acquisition of the new Rugby State Natural Area in Morgan County.

This section reviews, researches and evaluates the Tennessee Department of Environment and Conservation land issues, as well as the administration of grants for local and state park land improvements.

Land Acquisition:

A) Monitors and coordinates the acquisition and disposal for the Department-owned lands.
B) Maintains lands database and boundary maps for the Department-owned recreation lands
C) Assists and advises local communities with land acquisition for park development through the Local Parks and Recreation Fund (LPRF)
D) Oversees the conversion process that addresses change of use on park lands that were acquired or developed with grants administered by the Division.

Grant Administration:

Oversees and monitors the development of the grant application process and administers grants awarded to local, state and federal governments for acquisition and/or development of recreation lands. See GRANTS for more information.

Bill Avant (Manager) coordinates the Lands Management and Funding Resource Section. His responsibilities include oversight of the Department land acquisition and disposal programs. It is also his responsibility to review environmental assessments prepared for acquisition and development projects receiving LPRF and RTP grants. Ruse Tucker (Assistant Manager) is the overseer of the boundary maps, files, and acreages on the Department’s lands. For new acquisitions, he supplies the surveyors with boundary markers. For information regarding this area call: (615) 532-1599.

Larry Hillis (Grants Analyst) has a realtor background and is involved with Conversion issues regarding recreation land that was acquired using federal grant monies.
