T. C. A. 68-211-867(a) states, “A landfill shall not accept whole, unshredded tires for disposal.” 

T. C. A. 68-211-867(c) states, “From funds available from the solid waste management fund, the department may offer to counties grants to assist counties in locating, collecting, and appropriately disposing of waste tires.”

Also T. C. A. 68-211-867(c)(4) states "Any county or entity requesting or applying for a grant or entering a contract with the department shall submit, prior to being approved for a grant or contract, a workplan and budget to reflect the expenditures of such grant or contract. Such grants or contracts are to fulfill the objective of recycling waste tires and to assure that all expenditures of the contracts, grants, and/or any additional local tipping fees are not exceeding the cost of the county's waste tire management program."

To assist, the Division of Solid Waste Management provides grants to counties for the appropriate management of their waste tires.  Before the beginning of the fiscal year, the Grants Administration Section sends to all county mayors/ executives Attachment 1 which consists of the grant offer letter, an ACH form, and the grant contract.  The grant amount for each county is based on the tire generation rate according to the most current census or the Department’s historical information.  The county mayor/executive signs four copies of the grant contracts, ACH form, and mails them back to this office.  The grant contracts are sent through the Contract Routing Process and when approved by the Commissioner, a fully executed copy of the grant is mailed to the county mayor/executive with specific instructions for submitting requests for reimbursement.  Another fully executed copy of the grant is placed in the county’s waste tire grant file.  Throughout the year, requests for reimbursement are submitted and processed for payment to Fiscal Services by the Grants Administration Section. 

The current fund cycle is through 2012.
